What is a comprehensive plan,
and why should it matter to me?
At its core, a comprehensive plan is a vision for the future at a community scale. Comprehensive plans are created by and for the community to record shared goals and desires for themselves and their fellow community members.
A comprehensive plan examines what a community is, where it came from, and crafts a coordinated road map for the future. This road map guides the growth and development of the community for the next 10 to 20 years, and is revisited to ensure its relevance.
What does the planning process look like?
The planning process will take approximately eight months and consist of six primary phases: from Discover, where a baseline understanding of Richmond is developed, to Engage where the community shares their voice, to Plan and Refine when the actual road map for the future of topics like development, connectivity, and housing are recorded, to Implement and Sustain when the new Comprehensive Plan is put to work.

NEW! ADOPTED COMPREHENSIVE PLAN
The new Richmond Comprehensive Plan was officially adopted by City Council on January 11, 2022 and is available for review by clicking the button below. The draft of the plan was available for public review and comment via this website from October 6-17, 2021.
INITIAL IDEAS FROM PUBLIC OPEN HOUSE
Initial ideas were displayed at the public open house on June 30, 2021. These initial ideas are based on the housing survey, an independent economic and market analysis, conversations with city staff members and the Comprehensive Plan Stakeholder Committee, and insight from members of the public. These ideas are in no way final. These ideas will be refined based on feedback received at the public open house.
The public was asked to respond to a survey about housing as one of the first steps to set priorities for the future of development and land use in Richmond. The survey was available from April 29 to June 13, 2021. Click below to review a summary of the survey results, or see the full results.
